Why does the games having much less recommended sys. req. slow down on my PC?

Hi. Most games are barely playable at the minimum system requirements level. Long loads, snail-like frame rates, etc. And most games cannot use quad core processors yet. Before playing I would open "Task manager" and stop any unnecessary processes.
