ACORN questions-what is the big deal?

I am operating under the umption that some of the people registering voters are adding in names that are non-existant. The reason for this is because people likely want to be paid more (the more these people register the more they make). It seems to me that these people are just shafting ACORN; not hurting the electoral process. The simple reason for this is that if a made up person is included onto the registration rolls. It is very unlikely that the imaginary person shows up to vote. I just don't see this as a major issue.
