Merging into a Bicycle Lane Before a Right Turn?

I know you are supposed to merge into a bicycle lane 200 feet before a right hand turn. What happens when there is a biker in the bike lane, and you have the green? If you brake and wait for the biker to p isn't that impeding the flow of traffic?
